After German re-unification the CIA obtained the "Rosenholz" file from the Stasi, the East German Secret Police. It contained the names of thousands of people from abroad who had passed intelligence information to the Stasi during the Cold War. In the 1990's, the CIA passed the names of 20 Finnish persons from the "Rozenholz" file to SuPo, the Finnish security police.This film starts from the question why Finland was the only country to classify these names as secret. It examines why Finnish Secret Police waited until 2002 to start their investigation into one of the most active of these files, "Case XV/11/69", for allegations of aggravated espionage to East Germany between 1969 and 1976. Such crimes could incur a possible life sentence. The suspects were Alpo Rusi, a respected author and former Presidential Aide to Martti Ahtisaari during the Kosovo peace negotiations, and his older brother Jukka, a retired public information officer. Together they were listed under codename "Pekka". The film charts how SuPo interrogated Alpo Rusi multiple times and followed the path of Jukka Rusi with no special interest.
