Pulgasari can be seen as North Korea's attempt to make its own kaiju film. In this respect, it has succeeded. But besides that, it's a film that's relatively good and manages to fit in an interesting story, partly because politics doesn't directly overwhelm it, and it's not literally a propagandistic film, but rather a film true to its genre. So in my final analysis, it’s actually good. ()
