The second part is slightly better than the first one, perhaps because there are colorful scenes that give it the right Russian flavor. But the "guilt" also lies in how the character Ivan the Terrible has developed and what has become of him. He is no longer magnificent, only terrifying. It's not surprising that Stalin banned the film's release.
