An unscrupulous businessman is trying to get residents of an old neighborhood in L.A. to leave their homes so that he can build a huge business center. He sends in his goons to "persuade" them, bribing the police along the way. The situation looks hopeless... Enter Jack Manning, alcoholic ex-cop, railroaded into jail because he couldn't be bought.
